They are workflow surfaces, and workflow surfaces need ownership.

Agent Builder in Microsoft 365 Copilot is designed for quick, straightforward declarative agents. Microsoft says it can be used from Microsoft 365 Copilot experiences such as microsoft365.com/chat, office.com/chat, and Teams desktop/web. The sweet spot is a scenario-specific helper that uses instructions and selected knowledge sources rather than a full custom application.

The governance bit admins should not skip

A practical rollout model is to treat agents like lightweight apps: they need a purpose, an owner, allowed data sources, a target audience, and a review date.
